The velocity is a function of the momentum and the momentum is conserved. This is the statement that particles are inert. To change their velocity forces have to transfer momentum.

The vacuum is the same for all observers and therefore has a four-momentum which is invariant under all transformations . Therefore its energy and its momentum must vanish . This also holds for the contribution of the so-called quantum fluctuations to the energy which trouble some theoretical physicists.
